Board members

The members are appointed by the Secretary of State for Housing, Communities and Local Government. They are:

Chair

Bernadette Conroy

Bernadette Conroy is Chair of the Board at RSH.

Bernadette is an experienced Chair and Non-Executive Director operating across a number of sectors. These include financial services regulation, where she is a NED for the Financial Conduct Authority and housing, where she is the former Chair of Network Homes.

She is also the Independent Chair of the Buildings and Estates Committee of Cambridge University with responsibility for the development and maintenance of the University’s estate and its capital build programme and a NED for Milton Keynes Development Partnerships.

Prior to taking on a non-executive portfolio, Bernadette held a number of executive roles in financial services, latterly as Global Head of Strategy and Planning for HSBC Corporate, Investment Banking and Markets.

She has an MA in Mathematics from Cambridge University and an MBA from INSEAD. In 2020, Bernadette received the Sunday Times Not for Profit Non-Executive Director of the Year award.

Kalpesh Brahmbhatt

Kalpesh Brahmbhatt is a member of the Board at the Regulator of Social Housing.

He has over 20 years’ experience of working for UK regulators and is currently a Senior Consultant for PwC.


David completed a 43-year banking career with Barclays in December 2024. He is a specialist in social housing finance having led that team within Barclays for 10 years.

He has experience in all aspects of debt finance including capital markets. David’s expertise also covers a diverse range of other commercial banking activities.

Sukhvinder Kaur-Stubbs


Geoff Smyth is a member of the Board at the Regulator of Social Housing.

He is currently chair of Origin Broadband and an independent management consultant.

Robert Light


John is an experienced financial services regulatory professional, with over 30 years experience of working in the sector.

He also brings considerable experience of audit and risk and is currently a non-executive director at Barclays UK, sitting on the Board Audit and Board Risk Committees.

John is also a Board Trustee at the Rethink Mental Illness charity.

Sukhvinder Kaur-Stubbs is a member of the Board at the Regulator of Social Housing.

She is Board member and Chair of Regeneration for the London Legacy Development Corporation.

Robert brings substantial experience of local government, serving as a Councillor at Kirklees Council for 30 years, including spending three years as Council Leader.

He served as the Chair of the Consumer Council for Water between 2019 and 2024, and has experience as Deputy Chair of the Environment Agency, Deputy Chair of the Local Government Association, and on the Board of the Audit Commission.

In addition to serving as a Non-Executive Director at the Regulator of Social Housing, Robert is also:

  • Chair of IPSE (The Association of Independent Professionals and the Self-Employed),

  • Chair National Police Chiefs Council Audit and assurance Board, and

  • Board member of YES Energy Solutions LTD

Advisory panel

Following the Social Housing (Regulation) Act 2023, we have set up an advisory panel. This comprises members from across the social housing sector including tenants and landlords. The aim of the panel is to provide information and advice to the regulator on its functions.

Deborah Gregory is a member of the Board at the Regulator of Social Housing.

She is recently retired having been at Hogan Lovells International LLP (or its predecessor firms) for 40 years (with 33 years as a partner). Deborah has over 35 years’ experience advising stakeholders on domestic and cross-border corporate restructuring and insolvency transactions.
